Can I use vegetable oil instead of Crisco

You absolutely can use vegetable oil, and in fact should! The recipe was most likely referring to Crisco-branded vegetable oil (like this one: https://www.walmart.com/ip/Crisco-Pure-Vegetable-Oil-48-0-FL-OZ/10308191 ), probably because it was on a label.
That said, I’m fairly certain that ALL Crisco-branded products are pareve–even butter flavor Crisco–so you should feel free to indulge in them however you see fit. (In the 1980s, the grocery store near where I grew up in Cleveland had a hot foods bar with the most buttery mashed potatoes. Eventually my mother asked how they did it… it was butter-flavored Crisco.)
